
Frank M. McDonough, Esq. (Major, U.S.M.C. Ret.)
Frank M. McDonough, Esq. of Oakhurst , New Jersey and Lake Worth , Florida , is a retired environmental attorney and a former maritime advisor to New Jersey Governor Christie Whitman. He served as a maritime consultant; Executive Director of Nation's Port (a lobbying group) and in 2001was elected President of the New York Shipping Association. NYSA consists of the ocean cargo carriers and terminal operators in the Port of New York and New Jersey , the third largest port in the nation and the largest port on the East Coast, shipping more than $150 billion in cargo annually. Frank negotiates the labor contracts and is responsible for hiring, training and dispatching longshore labor in the port. He is a former professor at Stevens Institute of Technology's Center for Maritime Systems, where he stills serves as an Advisory Board Member, is a Board Member of the Freight and Maritime Program of Rutgers Center for Advanced Infrastructure and Transportation, is Chairman of the New Jersey Tidelands Resource Council where he has served for fourteen years, serves on the Board of Directors of several public interest organizations and, prior to embarking on his career in law and public service, was a career Marine, retiring after 22 years in 1978 with the rank of Major. In Vietnam he served as Communications Officer and Acting Battery Commander, Headquarters Battery, 1 st Battalion, 13 th Marines at Khe Sahn in 1968; Battalion Communications Officer and Commanding Officer, Echo Company, 2 nd Battalion, 26 th Marines in 1969; and Battalion Communications Officer and Operations Officer 1 st Reconnaissance Battalion, 1 st Marine Division in 1970. Upon retiring from the Marines he attended Boston University where he graduated Magna Cum Laude in 1980, and received his Juris Doctorate in 1983. He is a former Assistant Prosecutor and Director of the Monmouth County Environmental Crimes Task Force serving in the Prosecutor's office from 1983 to 1986.
